Qair Tunisia, a subsidiary of Qair International in Tunisia, has built 20 MW and secured nearly 300 MW of solar projects in Tunisia, while developing a project pipeline of approximately 200 MW.
Within the Qair Tunisia team, the Environmental, Social, Safety and Health (“ESSH”) Manager for Renewable Energy (“RE”) Projects and Parks is responsible for managing workplace hygiene and safety conditions, as well as ensuring the protection of the natural environment and surrounding communities for both solar and wind projects.
The position is based in Tunis, with travel required throughout Tunisia and abroad. During construction and commissioning phases, a strong on-site presence is expected.

Main Tasks
Environmental & Social (“E&S”) Management in coordination with Qair International’s E&S Manager:

Lead environmental and social studies and associated action planning (expert selection, validation of terms of reference) in coordination with project managers.

Manage relationships with consultancy firms (contract creation, offer negotiation).

Validate the framework and content of environmental and social studies.
-
Monitor quality and deadlines of deliverables.
-
Analyze project issues and ensure compliance of studies with applicable standards (local regulations, lender requirements).

Participate in project design processes.
-
Coordinate E&S aspects and animate the E&S component in collaboration with project managers.

Monitor compliance with environmental and social obligations during construction and operation phases.
-
Contribute to the implementation of Qair’s sustainability strategy, particularly biodiversity aspects.

Consolidate and share biodiversity best practices.
-
Identify biodiversity issues and propose solutions.
-
Provide technical support to operational teams and project managers on biodiversity matters.
-
Manage and reduce environmental risks and impacts, ensuring regulatory compliance.
-
Implement preventive measures: eco-actions, energy savings, waste reduction/sorting/recycling, employee mobility plans, emergency preparedness.

Ensure application of specific measures (classified installations, industrial platforms, etc.).

Maintain relations with relevant authorities.

Fulfill annual obligations: waste register, emissions and waste declarations, etc.
Health, Safety and Environment (HSE) Management in coordination with Qair International’s HSE Manager:

Apply the main HSE objective: control risks to ensure the safety of personnel and the environment.

Assess occupational risks (accidents, professional diseases, psychosocial risks, incidents) and environmental threats (pollution, nuisances) affecting employees, clients, partners, visitors, and the natural environment.

Analyze internal prevention procedures, ensure regulatory and normative HSE monitoring, review documentation systems, and assess compliance with internal and legal standards.

Translate HSE objectives into operational actions, define indicators, and allocate human and financial resources (steering committee, auditors, correspondents).

Develop and validate an overall action plan, define prevention plans, identify priority improvement projects, and contribute to internal and external communication.

Promote internal HSE culture: lead working groups, coordinate internal training.

Validate internal HSE standards, maintain documentation, coordinate HSE action plans, and develop emergency, crisis, and business continuity plans.

Provide operational, technical, and methodological support to managers and employees, and manage non-conformities.

Liaise with authorities, professional bodies, and inspection agencies; ensure compliance with regulatory obligations (records, periodic equipment checks, etc.).

Report performance indicators, analyze statistics, interpret discrepancies, co-lead management reviews, and prepare HSE reports and the annual activity report.
On-site HSE Management during Construction Phases:

Set individual safety and continuous improvement objectives.

Lead and support teams in technical skill development.
-
Conduct individual assessments and contribute to training plans.
Additional Tasks:

Contribute to various projects (diversification, development, investment) with HSE implications.

Manage certification and labeling processes and their renewal.

Oversee client audits and supplier evaluations.
-
Implement and promote Corporate Social Responsibility (CSR) initiatives.
Skills Required
Master’s degree (engineering or equivalent) with significant experience in HSE management for construction projects, ideally in the renewable energy sector.
Strong interpersonal and writing skills, with a local network of potential partners.
Proficiency in standard IT tools.
Holder of OSHA, ISO 14001, and ISO 45001 certifications.
Rigorous, methodical, a team player with strong autonomy.
