Within Qair Mauritius, the QHSES Coordinator is responsible for advising the Project team on QHSES issues and challenges for projects in operation (35 MW) and under construction (100 MW), ensuring proper implementation by contractors of HSES management plans, and ensuring compliance with local legislation as well as Group QHSES requirements and those of international lenders. The QHSES Coordinator defines, implements, and leads the quality, health, safety, hygiene, environment, and social (human rights) management system and the associated procedures.
The position is based in Cascavelle, Black River District, Mauritius, with travel required at national level within Mauritius and across the Indian Ocean region (notably Seychelles).

Main Tasks
The QHSES Coordinator manages and or supervises the following responsibilities within the assigned scope:
- Verify HSES regulatory requirements included in specifications and identify project-specific HSES needs;
- Validate Quality and HSES requirements in contracts under negotiation with subcontractors;
- Manage relations with authorities on HSES matters, where applicable;
- Define and or implement the Group HSES policy, including indicators and control processes, in coordination with the Group QHSE Manager;
- Implement the HSES management system, draft procedures if necessary, and monitor its performance in coordination with the Group QHSE Manager;
- Advise the Project team on QHSES challenges and issues related to projects;
- Participate, when necessary, in working group meetings related to project HSES issues and verify implementation of decisions taken;
- Ensure compliance by the main contractor and subcontractors with local legislation as well as Group QHSES requirements and those of international lenders;
- Review and analyze in depth the project-specific QHSES documentation prepared by the main contractor, including procedures and HSES management plans;
- Ensure proper implementation by the main contractor of site HSES management plans and associated procedures;
- Ensure proper implementation of environmental and social mitigation measures arising from the project impact assessment;
- Ensure proper implementation of the grievance management mechanism;
- Prepare and carry out inspections or audits in accordance with QHSES management plans, applicable standards, and regulations;
- Ensure implementation of training, awareness, and medical monitoring programs;
- Establish continuous improvement systems, investigate accidents, and propose improvements;
- Assess occupational risks (risk assessment document) and organize emergency response and evacuation arrangements;
- Carry out regulatory monitoring related to safety and environment;
- Monitor, participate in, and facilitate HSES meetings conducted for on-site teams;
- Participate in root cause analysis of accidents and hazardous situations to implement appropriate action plans within defined timelines;
- Take ownership of and ensure the effectiveness of the site emergency response plan in coordination with the local emergency team;
- Immediately report incidents and relevant information to the Project team and the Group QHSE Manager;
- Prepare weekly summary reports of HSES non-conformities with associated action plans;
- Consolidate and monitor reports related to QHSES performance and monitoring indicators of the main contractor;
- Support site personnel during external audits on site;
- Prepare QHSES reporting and act as the interface with safety or environmental certification bodies.
Skills Required
With a diploma equivalent to a 2 to 3-year post-secondary qualification in health, safety, hygiene, or environmental management, and or a Master’s degree or equivalent (engineering degree or professional Master’s in environment, economics, sustainable development, or waste management).
The candidate has significant experience as an HSE Manager or Technician in renewable energy or construction projects.
Strong knowledge of the renewable energy and construction sectors.
Specific knowledge in engineering.
Ability to map and analyze risks.
Strong skills in quality, hygiene, health, safety, and environmental management.
Good command of regulatory compliance processes and contractual best practices.
Solid knowledge of applicable quality and HSES standards and regulations.
Strong written and verbal communication skills.
Team-oriented, rigorous, well organized, with strong interpersonal skills.
Proficient in Microsoft Office tools.
Professional proficiency in English is mandatory; knowledge of another language, ideally French, is a plus.
