Offshore Wind: Qair and Plenitude Launch Eolbleu Consortium to Compete in France’s AO9 Tender

Paris, France, 22 May, 2025 – Independent renewable energy company Qair, and Italian energy company Plenitude, have announced the formation of Eolbleu, a consortium to respond to France’s Offshore Wind Tender No. 9 (AO9). This ambitious tender includes the development of four offshore wind farms, marking a significant step toward accelerating the country’s energy transition.

Qair has been pre-qualified to compete for the development of four major floating or fixed-bottom offshore wind projects across key maritime regions:

  • 450 to 550 MW floating wind project off the coast of Occitanie.
  • 450 to 550 MW floating wind project off the coast of Provence-Alpes-Côte d’Azur (PACA).
  • 400 to 550 MW floating wind project south of Brittany.
  • 1,000 to 1,250 MW floating or fixed project off the coast of Nouvelle-Aquitaine.

This new call for tenders is a further milestone in the ongoing expansion of renewable energy in France. At the start of 2025, the total capacity allocated via offshore wind tenders in France amounts to around 5.34 GW. With the inclusion of the AO9 and AO10 tenders, it is estimated that this figure could rise to 15.34 GW by 2026, bringing France closer to its target of 18 GW of offshore wind in operation by 2035, and 45 GW by 2050.

Qair’s growing offshore wind presence across Europe

Qair will be bringing its floating offshore wind expertise to the Eolbleu consortium, building on its proven track record as a pioneer in the field.

In France, Qair is constructing the 30 MW Eolmed floating wind pilot, the largest of its kind in the country. The Group also secured the 1 GW Ayre floating offshore wind project in Scotland through the Thistle Wind Partners (TWP) consortium.

These projects are laying the foundation for Qair’s future participation in commercial offshore wind tenders worldwide. The company is actively expanding in the Iberian Peninsula, with over 2 GW of offshore wind projects in development in Spain, targeting a major role in upcoming national tenders.

In Portugal, Qair has partnered with Etermar Energia to jointly pursue floating offshore wind opportunities aligned with the country’s ambitious offshore energy roadmap, which foresees 2 GW installed by 2030 and potential growth to 10 GW.

Collectively, these projects position Qair as a key player in Europe’s offshore energy transition.
