Tunisia: Qair signs project agreements with the Tunisian government for the launch of its Gafsa and El Khobna photovoltaic power plants
Paris & Tunis, March 24, 2025 – Qair, an independent renewable energy company, has signed power purchase agreements and concession contracts with the Tunisian government for the Gafsa (100 MW) and El Khobna (198 MW) photovoltaic projects. The signing ceremony took place in Tunis in the presence of:
The Gafsa and El Khobna projects were awarded through tenders organised by the Ministry of Industry, Mines and Energy under the concession regime, which provides a framework to encourage private investment.
These power purchase agreements ensure the exclusive sale of energy to the Tunisian Electricity and Gas Company (STEG) and align these projects with Tunisia’s national energy transition strategy, which aims to achieve 30% renewable energy by 2030. By integrating renewable energy into the national grid, the projects will contribute to the diversification of Tunisia’s energy mix.
To achieve these targets, Tunisia has established several regulatory regimes to facilitate the development of renewable energy projects:
“We are honored by the trust the Tunisian government has placed in us to execute these strategic projects. Tunisia has always held significant importance for Qair, and we are proud to see our vision materialize through the Gafsa and El Khobna initiatives. These projects underscore our Group’s dedication to supporting the energy goals of our partner nations and driving meaningful progress in the global energy transition” said Louis Blanchard, President of Qair Group.
Qair has been present in Tunisia since 2015 and is currently constructing two photovoltaic power plants with a total capacity of 20 MW, supported by its team of 10 employees based in Tunis. Additionally, Qair is actively developing a pipeline of nearly 900 MW of renewable energy projects.
